OIS Software Developer

General Summary:Designs, develops, documents, tests and debugs applications software and systems that contain logical and mathematical solutions. Conducts multidisciplinary research and collaborates with equipment designers and/or hardware engineers in the planning, design, development, and utilization of electronic data processing systems. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops compilers and assemblers, utility programs, and operating systems. Ensures software standards are met.

Minimum/General Experience

  • Knowledgeable of Naval Ordnance Information Systems.
  • Knowledgeable of applicable standards.
  • Software development experience.
  • Mathematics -- Using mathematics to solve problems.
  • Critical Thinking -- Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Active Learning -- Understanding the implications of new information for both current and future problem-solving and decision-making.
  • Metrics creation and reporting.

Duties/Specialized Experience

  • Requires extensive knowledge of one or more platforms and operating systems, and of programming languages such as C and C++.
  • Knowledge of one or more systems architectures such as client/server and distributed processing.
  • Complex Problem Solving -- Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Experience as an applications programmer on large-scale database management systems. Operations Analysis -- Analyzing needs and product requirements to create a design.


  • Must have or must obtain and maintain a certification that complies with DoD 8570. 01-m IAT Level I baseline certification requirements.
  • Must be a US Citizen
  • Must have a final Secret Clearance

Minimum Education

  • High School diploma with ten years of specialized experience and twelve years of general experience.

Alternative Education

  • Associate s degree (in the fields described below) requires nine years specialized experience and twelve years of general experience.
  • Bachelor s degree (in the fields described below) requires eight years specialized experience and ten years of general experience.
  • Master s degree (in the fields described below) requires seven years of specialized experience and eight years of general experience.
  • Ph. D. (in the fields described below) requires six years specialized experience and seven years of general experience

Note: Degrees must be in the fields of Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
